Stalin emphasized that "the national question is essentially a peasant question." Therefore, the famine was directed at the Ukrainian peasantry to suppress national resistance. It was the result of a purposeful policy of the communist regime, which by creating total food seizures, blocking villages and entire districts, banning it from leaving starving Ukraine, and repression created conditions incompatible with life for Ukrainians.
